Apply a configuration audit of the current account

Apply every appliable change in this audit to the account. Poll the
audit's apply_status for the outcome.

Before changing anything, the account is compared again, and the apply
proceeds only if the result is identical to what this audit found.
Otherwise nothing is changed, apply_status becomes error, and
apply_error explains what differs. A 202 is therefore not a promise
that the apply will succeed.

Changes are made in an order that satisfies the references between
them, and the first failure stops the rest. Each change records whether
it was carried out (applied_at) or why not (apply_error); a change
with neither was never attempted. Applying never archives or deletes
anything, orphaned resources included.

Responds 409 if the audit is not ready, is not applicable, has already
been applied, or is being applied.
