List the rows an atlas build could not place

Get the rows of the atlas' source data that the build recorded by this log could not place as a location, with their source values and the reason, ordered by name and then reference_key.

A build keeps at most 1,000 of its unplaced rows, so X-Total-Count is at most 1,000; the log's metrics count every unplaced row by reason. Rows are kept for the atlas' 10 most recent logs, so an older log lists none. A build that failed keeps its rows if it got as far as sorting them into placed and unplaced.
